School leaders' and teachers' perceptions of heads of departments' work performance

Abstract
This study investigates the extent heads of department (HODs) meet the demands of the appointment in Singapore secondary schools, through exploring the following aspects:
1. the HODs' perception of their ability to perform the tasks within their appointments as listed in the Principals' handbook (Ministry of Education, 2000, pp.61);
2. the teachers' perception of the extent HOCs meet expectations of their role as middle managers;
3. the principals' and vice principals evaluation of HODs based on their ability and performance. This evaluation was done with reference to the Principals' Handbook (Ministry of Education, 2000, pp.61.)
The main research hypotheses that pivot the study are as follows:
Hypothesis 1 :
There is no significant difference in the perception of HOD's performance by school senior leaders (principals and vice-principals) and that perceived by heads of department themselves.
Hypothesis 2:
There is no significant difference in the he perception of HODs' performance by teachers that perceived by heads of department themselves.
The sample consists of a total of 89 principals, vice-principals, heads of department and teachers from 12 secondary schools in Singapore. Data are gathered through a quantitative questionnaire survey. there is a total of 59 items in the questionnaire, and they are categorised into five sections. The first four sections. The first four sections focus on how well HODs' manage learning people, resources and administrative tasks, while the last section requires the respondents to give an overall rating on the HODs' performance.
The study is a quantitative research that uses independent t-tests and chi-square tests. The analysis of data that there re great disparities between the perceptions of principals/vice-principals, head of department themselves and teachers on the performance of HODs. The findings of the study, while not universally applicable, present initial attempt to investigate how well heads of department perform based on the duties and responsibilities of HODs' as listed in the Principals' Handbook (Ministry of Education, 2000, pp. 61).
