We chose to focus on teacher education rather than the issues related to teaching and instruction and issues related to the teaching profession, important as they are. We developed a list of topics and questions as a framework around which, over a period of several months, we worked to gather the views of Alliance representatives on the key issues while simultaneously examining the extensive literature available in English.
