"The International Alliance of Leading Education Institutes was founded at a meeting in Singapore on 21st August 2007 ... The core reason for the founding of the International Alliance of Leading Education Institutes was the recognition that education needed a "voice", a group that would seek to offer well-considered and balanced advice on important educational issues ... Teacher education was chosen as the first topic to be reviewed ... The National Institute of Education (NIE), Singapore was chosen to lead this project. Given the spread of countries and resources available, it was decided that the report would be prepared using available published sources and submissions prepared by member institutes. We chose to focus on teacher education rather than the issues related to teaching and instruction and issues related to the teaching profession, important as they are. We developed a list of topics and questions as a framework around which, over a period of several months, we worked to gather the views of Alliance representatives on the key issues while simultaneously examining the extensive literature available in English. This report is a result of these efforts"--pp. 4-5.
