Abstract
Corresponding to the "Professional Level Oral Exams" created by the Department of Chinese of Singapore's National Institute of Education, this research theoretically compares the American AP Chinese oral test, P.R. China's C. TEST oral test, and the traditional Singapore oral test. The thesis proposes a new evaluation methodology for an assessment of functional speaking ability and defines the related parameters. The parameters include language expression, oral communication and additional expression ability. The language expression ability tests syllable, tone, rhythm, intonation and speech rate, focused on the reading-level ability. The oral communication ability tests whether (and to what degree) something is formally possible, whether (and to what degree) something is feasible in virtue of the means of implementation available, whether (and to what degree) something is appropriate in relation to a context in which it is used and evaluated, whether (and to what degree) something is done, actually performed and what its doing entails and whether (and to what degree) something is well organized, adequately commented, task-oriented and spoken with new ideas. The additional expression ability tests the effects of facial expression and body language which reflects the strengthening effect of oral communication.
The testing contents in the functional oral test and evaluation standards for secondary school of Singapore should include a basic competency test (which including papers reading, poetry reading, and excerpts from novels), comment-oriented speech and task-oriented speech. The new method not only demonstrated the formality, feasibility and appropriateness of the language communication ability, but also to enhance its usability with effective corpus. The study also conducts a qualitative analysis of the parameters among the U.S. AP Chinese language oral test, Chinese as a Foreign Language C. TEST oral test, OCPA and Singapore current oral test, and oral test with a new functional theory.
The experiments are conducted with the current oral test method and the new functional oral test method in Singapore's secondary 3 (express classes), and the testing data are statistically analyzed and compared. Two test methods are effectively evaluated. The results show that the new functional oral proficiency test method is a more comprehensive assessment of students speaking ability.
