Programme evaluation of Theft Intervention Programme (TIP): Looking at recidivism rates

Abstract
Using a cognitive-behavioural approach, the Theft Intervention Programme (TIP) was implemented in 2003 in response to a dearth of specialised intervention programme for offending youths who committed stealing offences in Singapore. This study investigated the programme effectiveness of the TIP with regard to (1) improvement of cognitive empathy for the participants at the end of the programme and (2) the recidivism rates between the treatment and control group. The participants were youths who were placed under probation or approved school order. The sample size for the improvement of cognitive empathy study and the recidivism study were 60 youths (34 males and 26 females) and 85 youths (66 participants in treatment group versus 19 participants in the control group) respectively. Results indicated that there was no significant improvement in level of cognitive empathy for the participants. Pertaining to recidivism rates, participants in the treatment group had better outcome as compared to control group. The participants in the control group were 8.47 times more likely to re-offend for theft as compared to the participants in the treatment group. Implications of the findings and future research needs were discussed.
