A study of teacher's knowledge, skills and attitudes about web-based instruction in a school in Singapore

Abstract
The web is a firmly established though virtual reality. Educators, well aware of the potential of the technology have adopted it for creating new Web-based learning environments. Although Web-based instruction is fairly established in schools and universities in more advanced countries in the world, it is not prevalently practised in schools in Singapore.
This case study is designed to formulate a Web-based instruction programme for teachers in a secondary school in Singapore, hereafter named as Westlite Secondary School. It seeks to study the teachers' information technology competencies, knowledge and attitudes in web-based instruction to develop the programme by adopting Rossett's Purpose-Based Model of needs analysis.
In addition, the study examines the relationships between the IT-competency of the teachers and their perceived beliefs in the efficacy of web-based instruction, their perceptions of motivations and barriers in the implementation of web-based instruction. It addresses the gaps in the teachers' knowledge and IT skills and concludes by giving a thoughtful discussion on the recommendations for a web-based strategy in the school based on the results and findings of this study.
