Abstract: This paper describes the collaborative efforts of preschool staff from the National institute of Education and the Ministry of Education to develop a preschool language and literacy programme, from one that was originally teacher-directed, traditionally structured and academically orientated, to one that is transitional, holistic and interactive in its approach to language teaching and learning.
